Key Responsibilities:

WASH Engineer will be responsible for day to day planning, design, development of BoQ/Som, implementation, quality control, sustainability and reporting on the water connections in project area in collaboration with the County Government.

Lead the joint coordination and technical implementation teams of the project.

  1. Assessment
  • Lead and /or participate in needs assessment in targeted and new areas of intervention as per plan with the line WASH Alliance CEO.
  • Lead and oversight the designing rehabilitation and development of water, sanitation infrastructure to enhance promotion of safe public health services in collaboration with local water establishments based on viability assessment including social, public health, institutional, financial aspects and sustainability.
  • To lead and oversight in design and installation of new connections and water storage tanks.
  • Contribute to revision of WASH strategy intervention, concept development and programme/project design.
  1. Programme design and implementation
  • Establish technical components of internal purchase orders and tender documents for construction and rehabilitation of WASH facilities.
  • Develop/Review all engineering surveys, assessments, evaluations, studies, designs and terms of reference and bills of quantities as developed by the Sanitation & Hygiene officer.
  • Overall responsible and focal point for water, sanitation and hygiene in the targeted areas.
  • Manage the technical aspect of the WASH project in targeted areas giving support to the WASH team and partners during planning, designing and implementation of WASH activities.
  • Provide effective and efficient management of the project implementation in line with the project proposal and donor requirements and ensure timely production of and submission of project reports and budget revisions.
  • Promote and ensure appropriate participation and equitable access of beneficiaries and communities through appropriate mechanisms.
  • Propose innovative WASH approaches relevant to the context including climate change, water resource management, water quality and water security.
  • Lead in the selection, design and construction of the most appropriate water systems including; new connection, water storage, treatment and distribution.
  • Work closely with the department of public health, Education, water, social and gender affairs to ensure social mobilization and community participation are undertaken in an integrated way.

  1. Monitoring and Evaluation
  • Work closely with field teams on objectives, indicators and activities and develop clear monitoring frameworks for the project in collaboration with the MERL Officer and Programme Coordinator.
  • Maintain an effective monitoring and planning system, which informs reporting and project design.
  • Work with the team to identify and document project learning and success cases and disseminate the same.
  • Ensure an up-to-date WASH database is maintained and manage all information related to WASH activities with MERL Officer and Programme Coordinator.
  1. Coordination and representation
  • Represent WASH Alliance in coordination meetings with the government/County departments as requested by WASH Alliance CEO.
  • Participate in Technical Working Groups in urban and rural water.
  • Ensure effective information management and data validation as required by the donor or partners.
  • Follow-up of activities of local partners of WASH Alliance (such as local NGOs or governmental agencies) in the field of WASH facilities construction and participate in cross Sectoral capacity strengthening sessions.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Minimum of five (5) years’ experience with regard to the Engineering project design, tender development, procurement and evaluation, contract management, monitoring and evaluation & reporting on integrated development with bias in WASH projects.
  • At least 3 years’ experience at a management or senior position providing technical leadership in WASH and construction activities in the water sector with multiple stakeholders and multi-layered teams.
  • Experience in development work, strategic engagements for resource mobilizations and co-creations of projects proven experience in water supply, improved operational efficiency, Operation and Maintenance of water project, and implementation of water supply sustainable models for rural water management.
  • Experience in Monitoring and Evaluation tools, indicator tracking and reporting and general quality assurance in project implementation.
  • Understanding of health programming and community health strategy delivery
  • Must be a result orientated leader who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
  • Expertise in onsite rural Sanitation and Hygiene works, Water resource management, water safety plans for WASH projects. This includes Water Quality Testing, Monitoring and reporting
  • Bachelor’s Degree in Civil Engineering/Water Engineering.

Roles & Responsibilities

  • Report essential information relevant to the project from Duty Station in Marsabit through phone calls followed by written communication through email to WASH Alliance Kenya Country Office.
  • Requisition of implementation budget using a budget requisition template from WASH Alliance Kenya Country Office for project activities within assigned Duty Station in Marsabit in close consultation with the Programmes Coordinator.
  • Maintain project calendar and milestones.
  • Share weekly activity work plans and previous weeks progress reports using the projects reporting template, filled and shared through email to the WAK M&E Officer, copied to the Programmes Coordinator and, the C.E.O.
  • Represent WASH Alliance Kenya through pre-approved presentations of WAK activities to be presented at the County/Sub-County meetings, forums, and events.
  • Document and share programme best practices and lessons learnt from the assigned Duty Station Marsabit through email to WAK M&E Officer, copied to the Programmes Coordinator, and the C.E.O.

Key Responsibilities:

Technical Support

  • Facilitate timely and quality implementation of Sanitation and Hygiene project.
  • Facilitate field visit for all respective line ministries to inspect progress of works and validate all the inspection reports (this includes quantified work done)
  • Facilitate communities to identify viable Sanitation options and ensure their participation in the implementation of the same
  • Ensure cross cutting themes are integrated into the S&H project
  • Conduct UCLTS interventions and facilitation of declarations of ODF Villages
  • Develop timely and accurate funding proposals in line with donor requirements and WAK standards in collaboration with other sector specialists when necessary
  • Support in mobilizing the community for community contribution for project interventions

Quality Assurance

  • Supervise and monitor Sanitation and Hygiene interventions in strict adherence to Kenya government regulations.
  • Facilitate S&H project surveys (Assessments & Baselines) and evaluations.
  • Develop quality monthly, quarterly, semi-annual, annual and end of projects reports in accordance with donors and WASH Alliance Kenya requirements.

KEY RESPONSIBILITIES

The CA will primarily be part of the Thematic areas’ and projects’ teams. She/He shall be responsible for building the strategic communication of the organization as part of the overall WAK communications agenda, and of the projects that she/he will serve. She/He shall also be responsible for all related targeted and general communication, awareness raising, and information provision activities towards Governments, stakeholders and the wider public. Within these, she/he shall assist defining and communicating the appropriate messages and information to the appropriate stakeholders to facilitate i) their meaningful participation; ii) achievement and sustainability of the envisaged -each time- project results.

SPECIFIC DUTIES

  1. Organizing and implementing awareness raising, information provision and strategic communication campaigns.

From project brief to production, coordinating the development of various communication materials by packaging thematic and project contents in different formats e.g. milestone reports, brochures, fact sheets, newsletters, summaries, videos, animation, speeches, stories, etc., and managing all supplier relationships in the process.
  • Identifying media opportunities and developing appropriate media releases and organizing media events; Fostering media relations in the countries where the projects are implemented; Sustaining communication with media in these countries.

  • Identify, articulate and communicate success stories.
  • Prepare summaries of technical reports and studies in layman’s terms, in the fields related to the WAK approach with the aim to communicate these to the stakeholders and the broader public.

  • Draft, implement and monitor annual and monthly communication workplans and budgets. Prepare related reports.
  • Draft the part of project proposals related to communications.
  • Ensure that communications remain neutral with regard to the geo-political/political and security related sensitivities of the beneficiary countries; in this respect, ensure that communication material and content are aligned with the respective rules and regulations of WAK policies and systems.
  • Represent WAK and present, as necessary, in meetings and other appropriate fora at national and regional levels on issues related to the duties and responsibilities of the position.
  • Participate and contribute to the work of WAK communication team. In this regard feed the team with news stories to be used for the overall communication of the work of the organization.
  • Undertake any other actions related to communications as requested by the WAK Management.
